Compass Tool

This tool has different names in different variants of English:

Activate the tool, then select an existing segment or two existing points to define the length of the radius: a circle with that radius length will be displayed.
Drag the circle and fix the position of the center by selecting an existing point or clicking at a position in the Graphics View.
